Applicant Eligibility
Q: Will housing associations be eligible for the PIPIF Small Grant?
A: Housing Associations are eligible to apply if their legal structure is a not-for profit third sector organisation, such as a social enterprise, CIC, CIO etc. Please contact the Reach team to discuss further.
Q: Will CIC organisations be eligible?
A: CIC organisations are eligible to apply.
Q: Can Limited Companies apply for the grant?
A: Limited Companies can apply as long as they’re not for profit. Please contact the team to discuss.
Q: Would you accept applications from religious organisations?
A: Yes, if the project is for the benefit of the wider community, applications would be eligible. The Welsh Church Act Fund may be a more applicable fund to consider.
Q: If the lease holder is a community council, can they apply for the small grants fund?
A: Town and community councils are able to apply for the small grants fund.
Endorsement
Q: Does it have to be endorsed by all ward BCBC councillors or just one from BCBC?
A: No, it doesn’t need to be endorsed by all BCBC councillors, just one.
Q: Do we need endorsements from each local county member for a ward?
A: You will only need to get endorsement from one County Councillor from each ward. An e-mail or letter of endorsement will be required.
Q: Will councillors need to provide letters of support?
A: A letter, or an email directly to the applicant organisation confirming support would be acceptable.
Q: Can a ward councillor be a member of the Community Council?
A: Yes, as long as the Councillor is also County Councillor.
Application process
Q: Can you apply for more than once to the Small Grant?
A: Potentially yes, it depends on the quality of the applications and the availability of funds. We would suggest organisations seek to submit their highest priority project in the first instance for the best chance of success.
Q: Can we include any external costs incurred to implement capital projects? As in contractor costs, consultant costs, and any additional costs.
A: Where external costs are directly related to the delivery of the capital project, they could be eligible. Contact the team to discuss.
Q: Is there a digital pack for the guidelines?
A: Yes, there are digital guidelines, available on the REACH website pages.
Q: How much is available under of the Small Grant?
A: There is £100k is available in total for the small grants fund. Projects can apply for between £1,000 to £10,000, for projects up to a total cost of £25,000.

However, there are other options such as submitting an EOI for a potential £25,000 to £300k grant under the larger infrastructure scheme.
Q: Can we apply for both the Small Grant and the large infrastructure scheme?
A: There are no restrictions on applying for both funds as long as the applications are for 2 completely separate projects. Please do not apply to both funds for phases of the same project, as you cannot apply to both for the same project.
Q: Are you going to be able to differentiate between minor revenue and capital spend?
A: We will consider this on a case-by-case basis.
Q: Will VAT be recoverable for applicants?
A: It will be able to fund non-recoverable VAT if sufficient evidence is provided.
Q: How are young people being engaged with this process?
A: In terms of engagement, we’ve tried to push these funds out through our communication channels. If there are channels that we may not be making best use of, please let us know, and we’ll ensure to engage with those channels.
Q: What is the minimum term lease an organisation would need to be able to apply?
A: You must have a minimum of three years lease to be able to apply.
Q: For small grants, are EOIs needed? Or will the application form suffice?
A: For small grants, EOIs are not required. Applications are made directly using the application form through this link.
Q: Will the larger capital infrastructure scheme need match funding as-well?
A: This is a competitive process. While match funding is not a necessary requirement, it may be beneficial. Please get in touch with the Regeneration Funding Team to discuss large grant projects further, by emailing regenerationfunding@bridgend.gov.uk
